 Please find attached the final draft of the program details for the District golf course improvement program. As you know, the 2005 portion of this program was adopted and included in the 2005 District Budget. Upon receiving Board input and modifications, this information will be incorporated with the previously distributed "Course Conditions" section of the report for distribution.

HISID GOLF COURSE IMPROVEMENT PROGRAM

 2005‑2009

 Tee boxes and rough conditions have been identified by staff, HISID Board and playing membership input as our highest priorities. As such, the first 5 years' focus has the majority of expenditures to these areas, systematically completing work on a hole to hole basis. This plan discusses in detail each year's planned improvements.

 Since Holes #2 and #7 are highly visible from Holiday Island Drive, 2005 improvements from a playability standpoint warrants initiation here. Both holes will have some trees removed to improve a clean fairway shot and to open up areas in the roughs; emphasis will continue to be to protect errant shots into traffic. Stump removal costs is included in the operating budget. Roots will be pruned at the rough/fairway cut to eliminate root competition in fairways.

 Due to the cart path's deteriorating condition, the path from the bottom of the hill up to #9 green should be replaced; this allocation was eliminated in the 2005 Budget, but staff may be able to complete this repair utilizing funds/materials from the road department budget.

Hole #1

Some planter work and possibly some asphalt work will need to be completed on #1 tee to better align. Irrigation of the roughs should be fairly easy with no utilities involved. Staff will evaluate a variety of options for same price range; mounding, sand bunker or grass bunkers for right side. Scheduled to start early spring.

Hole #3 The existing tee is in reasonably good shape and will need little attention; the department currently has enough existing fill to construct a forward tee with an intermediate slope separating the two tees. Irrigating Hole #3 brings the problem of a 110 volt source for a controller. There are station wires crossing Holiday Island Drive from the controller on #7 to behind #3 tee. If there is a sleeve under the road, the #7 controller can be used as power source; this power source could also be used to operate an electric water fountain in the future.

Hole #5

This existing tee is also on in reasonably good shape; some tree pruning needs to be done to lessen the canopy on some trees to allow more sunlight. Roughs on the right side are completed, but still need some mounding and sod/seed work; because there are no utilities involved, this portion of the project should go smoother on left side.

Hole #9

Tee renovation is all that will be done this year with the irrigation scheduled with 2008 projects.

To summarize, along with the priced projects, tree work is also involved. The big oak on the left side of #1 green and one in #5 fairway (about 50 yards from the green) are recommended to be removed. A few trees need to be thinned in the roughs on #5, along with pruning. Will use trencher to root prune on both sides of the fairways in conjunction with irrigation installation. If a potable water source can be made available, staff will install a water fountain at #3 tee. Fountains run around $300, and the water department would install our source meter/backflow preventer.

Hole #4

There is no tee improvement scheduled for this hole. However, with a new house constructed

at this tee, the irrigation will be moved in order to re‑direct away from private property. Some

work might have to be done with the planter. Irrigating the roughs should not be a problem.

Hole #6

Tees are in good shape and the rough irrigation should not be a problem. Fescue overseeding

will be utilized to thicken existing grass in the rough area.

Hole #8

Existing tee in good shape, but the rough irrigation will be a little involved with getting the

wiring to the controller on #7. There is an existing sleeve under the road, requiring only

running a wire trench.

Along with these projects, tree work needs to be done. On #4, the big pine in the fairway is

recommended to be removed plus a few oaks around the greens and bunker. At the tee,

this pine removal will open the right side for more use, helping the speed of play and fairway                                   

condition. On #6, the rough on the right needs some tree thinning and pruning. We are losing

one of the twin pines in front of the ladies tee to a disease; since it will need need to come out,

will remove both due to visual impact ‑foliage and limbs only on one side and crooked. Some

tree work needs to be done at the green.

A drinking fountain is recommended to be installed on #8 tee; 11 OV source is available at

the lift station and potable water is close by.

In 2007, planning scope and scale of renovations for the 9‑hole course should begin.

Hole #9  Tee renovation is done in 2006 and rough irrigation should go in easily. Mounding and some 18" fencing installed on right side will also be completed.

Hole #10 Upper tee needs a sprinkler head added for the back half of the tee. The oak tree located at the tee is recommended to be removed. Also on the left side rough, we need to selectively remove some trees, keeping in mind not to open up houses. There are a couple of oaks around the right side of the green that should be removed.

Hole #11  The existing tees need aeryfying and top dressed; with an intense fertilizer program, they should respond very positively. The right side irrigation will also serve the right side of #10 for the roughs, and the left side requires minimal improvements as the existing system now provides adequate service.

Hole #13 Existing tees need some attention with resurfacing the blue and some consideration to tree removal. The bunker at the green needs work as well as area around it. An electric water fountain at the tee is also recommended.

Hole #12

There is extensive rock on the right side rough; budgeted to just remove surface rock, bring

in top soil, lightly till and sod. However, if rock is too big to work with, staff will reevaluate options;

this will also affect irrigation.

Hole #14

Tees ok. Irrigation and rough improvements done on the left side are to be done in a way to

help direct runoff away from existing homes. The right side of #14 will also take care of the

right side of #15. Tree work consists of removal of 1‑2 oaks at the green and pruning of others.

Hole #15

The men's tee is slated for leveling; no additional tees. Irrigation should be easy. Tree

work is pruning with consideration of removal of tree at the turn‑around at the tee.

Hole #16

Tees need some leveling and surround work. A couple of small oaks also need to be removed.

Removal of the cedar tree on the right side bunker should be considered; the top is out and it

looks pretty bad. With no utilities, irrigation should not be a problem.

Hole #18

Finish left side of rough will have top soil available if needed. A few trees need to be thinned

out on left side near the green.                                                                                     

 

ADDITIONAL COURSE COMMENTS:

 Bunkers: The bunkers on both courses need edging, shaping, rock removal, sand, etc. This will be done from the regular maintenance budget; will start January 2005.

 Trees: As addressed hole to hole, we have a number of trees to take down. Staff will initiate this work this winter, with the following as priorities: one oak at #1 green, oaks right side of #2 green, pine on #4 fairway, oak and pine at #5 fairway, double pines on #6 fairway, oak right side of #14 green and oak on back left of #17 green. The trees located at the greens are actually causing problems. Again, under normal conditions, no crown of a tree should be within 30' of a green. While tree removal is often unpopular, public education will help minimize potential criticism.

 Cartpaths: $5,000 per year has been allotted the 1st three years for improvements. Replacement and patching have been discussed. I think we also need to look at curbing 30 yards from the green, through 30 yards past the next tee. Par 3's should be curbed the entire length of the hole, with 2 exits cut out for carts.

 Water Fountains: An option on these is to do them all at once to eliminate District liability. It is very rare, and we are careful, but still some people can get sick. Our main area will be tapping into a potable water supply. We can get the water department's assistance with mapping this out.

 Greens: It has been brought up about rebuilding the 18‑hole greens and #7 on the 9‑hole. In the past, we have built the chipping green and hulled #6 on the 18‑hole; these averaged $10,000 in‑house. An architect should be considered here; staff recommends postponing greens reconstruction for the next several years except for #7 on the 9‑hole.

 This improvement plan does not encompass everything that needs to be done, but it does initiate numerous long overdue improvements. As with anything, once an improvement is made, staff is responsible for the upkeep. Fertilizer and pesticide costs will go up slightly, mowing time will increase along with regular maintenance. This is a very flexible plan and can be evaluated at any time and a different plan implemented to reach the same goals. Staff recommends approval to start on January 2, 2005.
